It helps build overall domain authority and gives you a stronger foundation but if the linking page is highly relevant to one of your articles i’d choose that article instead. Relevance and natural placement matter more than the page itself.

For a brand new site,I had usually point that one strong backlink to the most relevant article, especially if it has real ranking potential. ReleVANCE + a natural contextual link can move the needle faster than sending everything to the homepage.

Homepage is the best to put the Backlink on, because you will get a better boost.
 
I would select the specific article when the link is highly relevant to my topic. For a new site, getting a backlink from a relevant page can help the article gain more visibility and authority. If there’s no strong topical relevance, I would choose the homepage instead.
 
Use the homepage when the link is about your brand or overall website. If you are recommending a specific topic, send the link to the related article instead.
 
For a very new site I'd probably lean toward the page that is most relevant to the linking article if the backlink fits naturally with a strong article I'd rather send it there than force everything to the homepage relevance would be my main consideration
