Once you get penalized I think you are fucked. You have better chances creating a completely new site.

My site got penalized too. It used to rank 1st and now it barely makes it the 10th page! as far as I know I already got back of the problems, yet my site goes lower and lower in the rankings.

I dont think you can get away with this on google. They would find out and penalize you.
