How are you able to get refund from paypal for digital products? I recently opened a claim for a faulty wordpress theme from envato and they said they couldnt refund cause of the policy they have for not refunding digital items.

As dongosho said, you can base your company in bulgaria. Taxes are 10% and start up costs are extremely low. It is possible to start your company there, without even going to Bulgaria. PM for more imfo.
