I'm specifically talking about responding to PMs and the reason behind not allowing it. I'm not really asking to change the rules although to me that would make sense.
I can understand not allowing new users to send PMs until they've reached 15 posts but it seems counter productive not to allow them to even respond to PMs they receive. Obviously the person who did send the PM did have the privilege to send the message to a new user and they should therefore...

From what I could make out, you need to be logged into Google Play store and hit the 'Install' button to see the permissions required by the app.
Can you scrape the permissions required for at least 400K apps? If so, what would you charge for the data and the script?
