I can understand not allowing new users to send PMs until they've reached 15 posts but it seems counter productive not to allow them to even respond to PMs they receive. Obviously the person who did send the PM did have the privilege to send the message to a new user and they should therefore also have the privilege to receive PM responses from those users they contact.

It'd only be a matter of time before someone figured out how to exploit it and change the name on the outgoing PM. If that were to happen all you would need is 1 PM and then you could just keep sending the response over and over again changing the usernames each time. I've never looked into it any to see how, or if this is possible, but I'm sure if they allowed it someone would try. It's a good old catch-22 with the risk reward of the 15 post limit. Nothing is perfect, but I think the system they have in place now with the 15 posts is pretty fair.

Not gonna happen. If you can't make 15 posts, you don't deserve to PM, It's not harsh or unreasonable. If you were a genuine user (Not saying you aren't), it wouldn't even be an issue. Most don't even notice it, since they just post as usual and then PM later.
We gotta have these kinds of rules, otherwise there would be 9999999 reports of spam in PM's, full PM boxes etc. Would cause more bad then good.

Simply the forum doesnt need xrumer and spam apps to register and flood the pm box of users 
and if u truly an IM aspirant and can dedicate ur time to spice up the discussions, u can easily achieve the first few posts to get the status. patience is a virtue my friend.
