Do you mean from an algorithmic or manual penalty perspective? If manual, then yes, it all depends on how related the new content is (or generic the domain name). I have had the new content on the site for well over a year now.

About 500 pages indexed. It still has its authority. But it will never make decent money on its original content and rankings (government related junk). So, lets say I add some new content, like 100 pages about "red widgets". Those new pages refuse to rank, however the old content on the site...

Here's what I've found so far, but each has its own issues. Compete = Used to be pretty good, but as of now, they blocked data for smaller sites, making it worthless. At $200 a month, very pricey. This is by far the best in my experience, and cannot find decent substitute. Alexa = You cant...
