I see domain repurposing still working on some other sites out there (as money sites, not backlink/PBN sites) but wonder what is needed to flip the Google switch. I am having trouble convincing Google it should rank for the new money content, although it continues to rank well for its old content. The site never expired.

These are the things that come to mind:

    1. New content is not close enough in theme to new content.

    2. I kept the old content, and added about the same number of pages again for the new content (100 pages or so), but now thinking I might have to completely noindex the old content to get Google to rank the new content. But I prefer not to since I want to keep the old site relatively intact.

    3. Could it be that I need more keyword/related links on the new topic? I cant really compete with its current, and legit 5000-10000 linking root domains.

Can anyone provide some direction on repurposing here? Thanks

So you're trying to get back the site to a authority site and use it like that?
How many pages are indexed in google right now?

    About 500 pages indexed.

It still has its authority. But it will never make decent money on its original content and rankings (government related junk).

So, lets say I add some new content, like 100 pages about "red widgets". Those new pages refuse to rank, however the old content on the site ranks great still. Its like Google knows the site is about that old gov. content and wont let it rank for red widgets.

You will never move its topic quickly like that. At best it may be possible to slowly shift over if you can find a clever way and take a year or more to slowly shift its topic. But even that may or may not be possible depending upon its topic and what you want to change it to. You risk ruining a good authority site.

Do you mean from an algorithmic or manual penalty perspective?

If manual, then yes, it all depends on how related the new content is (or generic the domain name).

I have had the new content on the site for well over a year now.

If anyone can provide the answer that solves this issue (without penalizing site) I will pay them a nice bounty.

Keep the current content. Add a blog, start blogging on loosely related things that get traffic. Put adsense or whatever on it.

You can also list it on flippa and set a high reserve. See if someone wants to throw down a nice chunk of cash.
