Try to make a Similar site rather than Same site to go a long way!
Also; regarding your second step "Build millions of links"; do not compromise with the quality of links!

OP: You're missing that a new site won't rank for months (sandbox), and building that many links quickly will land a new site into a penalty. Forever.

Won't work that easy.

Maybe just add 4. Send a DMCA to google and the site owner asking them to take down the site.
 
if you want to copy a website exactly as it is then use clonezone dot link.
you can even modify the contents to make it your own.
 
I am asking because someone did this to one of my clients sites, and not sure how to repair.
Sure I filed DMCA but not much else I can do can I?

Ahrefs shows millions of links on about 7000 linking root domains, started about 2 months ago. Looks like Xrumer style high volume links

I kow the guy will get penalized soon, but sometimes google lets sites go because they prob want to use to improve the algo, and even these, not sure how long the damage will last on the real site rankings.

Hey. Will that tool work for resurrecting expired domains from a source like archive org?
 
I don't know why someone would want to copy another website. But if they are doing it already, it's a plan designed to fail for sure.
