It should work without verification. I have nearly 9-10 channels.
Didn't ask for verification.

for me it is asking phone verification i have tried next plus, text now, pinger nothing works

How many channels have you created usually they dont ask for numbers but if you are doing that a lot then they trigger to stop spammers.

I've got an 2008 account and I've already made 50 sub channels but still it doesn't ask for any verification.

I have created 4 channel not ask phone verification.... but not got traffic already 40 video adsance approve

I have 2 channels one clean and the other had one community guideline strike, the community strike channel was default one, so when i was trying to create new channel it always asked for phone number. Yesterday, I selected the clean channel and tried to create new channel and it worked no phone verification asked. So if you have striked channel and you try to create new account it asks for phone verification.
