Is buying likes worth it?

I've experienced with this, I boosted one of my pics on a pet account to 2k likes in the first hour. I got it to the top hashtag, which had 2M results. This didn't get my any extra followers though, barely noticed it. maybe got like 20-30 followers, and 500 extra likes max. It does not get you into explore, explore isn't based on how many views/likes you get per hour. I feel like it's based on your account.

A 2M hashtag in the pet niche is absolutely nothing, there are 100s upon 100s different pet hashtags in the M-range. You for sure did not get 20, nor even 10 followers for appearing on the top photos for a 2M pet hashtag.

Im consistently getting on top photos for 5M-50M hashtags, they do not bring in followers!
