Error " cant send payment right now, try later" Paypal [Solution]

I've got two accounts, both almost a month old now. Tried to send payments from each account, no go. I called PP, and they kept asking me for the last four of my social to ask security questions. Are they not doing this for you? If so how are you getting around it? I tell them I refuse to give out any part of my social. So they look for another way and then come back to tell me they can't do anything and to try again in a couple of days. I wait, same thing again.

This is the reason why, a new account making a payment like that will look suspicious to PayPal.
Unless you have a buddy with an aged PayPal account or can pass the credit checks or add a credit card to the account you won't be able to buy that laptop.
PayPal is just like a bank in many ways. If you can't or won't pass a credit check and can't prove you have good credit by adding card details they won't trust you.

im paying with a debit card essentially cash. And if you read the thread the guy above said he made a purchase Ina 2 week old stealth account for $850

thats my issue also, that's why I stopped calling them, idk if it is because he is getting transfer to a different call center or what but when I call they are unhelpful. So I'm trying to solve it myself

How are you paying for the items? Bank debit credit card? How many items have you bought with that account? Is your account fully verified?
how do you call every time I call they want to verify and answer security questions?

Okay guys here is a golden nugget for everyone having issues.
When you go to checkout use the credit card option, when it tries to get you to login to buy the item look towards the bottom and use checkout without paypal.
Then once you get to that point it will allow you to pay through paypal using a cc without login thing is you have to use a separate phone from the one that paypal has saved from your problem acct. Also use a different email if you don't you will always get an error code from them.
Hope this helps as it should allow you to buy and use cc every time we pp without logging in.

I havent tried taht recently but usually for me the security system kicks in and wont allow the transfer. Does this work withyou and what payment method are you using? entropay? a real debit or credit? bank account? ETC?

I assume this will only work for when buying items on eBay?What about when trying to use a credit card to send funds from my PP account to another PP account that does not involve eBay?

2. Also need confirm phone (sometimes paypal ask this when you try send funds)
3. Clean all cookies and history and used browser Internet Explorer (paypal recomended)
4. For new paypal accounts "cant send payment right now, try later" for old don't have this problem if used same IP
5. Not used proxy paypal trace it, recomended RDP
6. Not used vcc on account, now paypal check BIN cards (sometimes can send payment, but not constantly)
