Best way to sort it backlink for tiers ?

Hey, just curious about sort it out backliks for tier 2. Currently I am reject all bellow 20 DA +, and PA 15+ . But sorting this way, alot went into been and most of good ones are spammed. So my question is, what is your SAFE criteria for sorting out backlinks for tier 2 - MOZ, DA or age too ?

Age of domain, amount of users (eg. forum), check the users' list and look at their names - if the names sound strange and there are links there's chance it's a spammed domain. I look also at trustflow on majestic.

Its for tier 2 my friend and profile like sites.
