sort backlinks

Hey, just curious about sort it out backliks for tier 2. Currently I am reject all bellow 20 DA +, and PA 15+ . But sorting this way, alot went into been and most of good ones are spammed. So my question is, what is your SAFE criteria for sorting out backlinks for tier 2 - MOZ, DA or age too ?

Does anyone know of a tool that can take thousands of URLs and sort them by platform, for example: Blogs: Wordpress LiveJournal Forums: SME vBulletin Thanks!
