You can edit the tag pages by going to your Wordpress dashboard>Posts>Tags. From there, you can select a tag and click the "Edit" button to add a description.A good read. How do you use tag pages, should they be indexed? Won't they cause duplicate content?
As for internal non-malicious duplicate content, I'm still a bit conflicted on this. While I've never had an issue with it myself, there are others who claim that their websites have been harmed by it. I may do a case study later in the year with a couple of my domains to see if no-indexing these pages has any effect on my rankings.
If you don't plan on adding any unique articles to the category or tag pages, feel that they would be of no use to your visitors, or you think the risks (e.g., inefficient crawling) outweigh the benefits of using these pages, then I suggest no-indexing them.
