I just saw that this old guide got bumped. I'm not as involved with SEO as I used to be, but I'll try to answer some of the questions here.
Back to your question, that's conversion rate optimisation (CRO). You can try things like keeping a clear call-to-action (CTA) above the fold, not inundating users with more than one CTA, split testing, etc. If there's a lot of traffic going to your website, you can run what's called a multivariate test on your site. Think of it like fine tuning your conversion rate by testing multiple different versions of the details on your site at the same time, as opposed to testing entirely different pages in an A/B split test.
The idea of step 9 was to make use of articles that never ranked well instead of writing new articles. So instead of writing, creating new images, and researching the topic for a new article; you could "re-optimise" the article for a new keyword by swapping out any mentions of the old keyword for the new one.

Steps 9 & 10 were something I was doing for back then. While I know of others who do something similar to step 9, step 10 isn't necessary, so you can just ignore that one.
