How to change GEO location on domain without WMT?

Dublin core and meta tags in head section can do these.

you can insert into html code the language of the site and put into the title in new york for example

Meta tags can do the trick, but a lot better to add the site to webmasters even if you decide to remove it after setting geo location.

I think is a great idea to do this also, metatags because if you see on Webmaster tools that they ask for us to put metatags for language content so should work for geo domain location too, right?

Because the point is to do geo location on domain to tell Google which Google to target avoiding use Webmaster Tools at all cost.
