What are the latest and recommended SEO techniques?

As google explained in the Link schemes,

Examples of link schemes which can negatively impact a site's ranking in search results
  • Buying or selling links that pass PageRank
  • Excessive link exchanges ("Link to me and I'll link to you") or partner pages exclusively for the sake of cross-linking
  • Large-scale article marketing or guest posting campaigns with keyword-rich anchor text links
  • Using automated programs or services to create links to your site


Unnatural links that may violate Google guidelines:

  • Links with optimized anchor text in articles or press releases distributed on other sites.
  • Low-quality directory or bookmark site links
  • Forum comments with optimized links in the post or signature


Therefore, article submissions, press release, social bookmarks, directory submissions are no more worth in SEO as before.

So, what are the recommend and latest SEO Off page techniques. Your comments please. Thank you.
 
try Niche blog comments or high pr backlinks from blog posts. Social bookmarks as a tier 2 might be ok. Some top ones can also be used for main site. Guest posts also do work if you know how to get the right ones

Create a diverse anchored tier 1 backlink profile on a wide range of platforms, web2.0s, pbns, article directories etc that would stick. If they are moderated and approved, better. You should then create a moderate tier 2 profile linking to these tier 1s, pick those platforms with higher stick rates. The final option is to increase the pr/pa/da of these tier2s through spam techniques.

1. Be active on search engines, fact that is very important because that keeps the industry up.
2. Don't be lazy when its about digging. get the best sites where you can implement and communicate with the webmasters. Is not always about the link back! Think about the opportunity that big sites can offer!

So manually building Tier 1 links with high PR sites. For Tier 2 we can use spam techniques using automated submission tools.

That is not true.
If used correctly and you don't spam like a lunatic then all those methods can still have a use.
Look at what looks natural then decide on its value.
You need to think about quality and use common sense when building links.
You do realise you posted in the WH section, don't you?
 
quality and regular posting
social media engagement(mentions,shares,activity)
better internal linking
speed optimization
mobile optimization
tier based backlinks
 
1. Pay no attention to Matt Cutts.
2. Pay close attention to sites/forums/blogs that provide current SEO case studies or journeys that confirm what really is working.
3. Make sure all direct/tier 1 links to a site are manual, hi PR and diverse in nature.
4. Use of automation on tier 2 is okay as long as it's filtered so the links at least have moderately good PR/PA and quality.
5. Tier 3, spam blast away, its main purpose is to aid indexing of the links on tier 1 and 2.
