You can change IP addresses from the IP pool you have ordered by modifying your TCP IP configuration. However, there isn't any more convenient way.
You can't use the IP as proxies by default, it is better to get some real proxies.

So,I'm New Here, I Just Bought 3 new Domains and i want good hosting for them, i want best results in SEO so i want to begin already with VPS(coz most of users told me that VPS is better than Shared for SERP, so now i want to help me,i have few questions
1. is VPS best choice for SEO websites ?
2. Which VPS is better for me(i'm just begginer with SEO,so Whic is better LINUX or Windows?) and will there All SEO Tools ready to installed and will there be Ready CMS to Install (Like Wordpress)Or I have to install Wordpress myself ?
3. and last question, can i have pay for my hosting monthly or i have to pay for whole year beforehand ? (it would be better to pay monthly) and what is price of cheapest VPS hosting? and can i host 3 or more Domains on the same VPS hosting ?

I'm going to answer your questions thoroughly.
1) Not necessarily. IP has a very slight if not neglictable on the SEO. However, we can also provide a dedicated IP for a shared web hosting. However, VPS are way better when it comes to customization to increase the page speed as you can tweak your server behavior to fit only your website whilst on shared web hosting we optimize the server for an overall behavior and any kind of website adding a mod_sec rules layer. Also, you have a dedicated pool of ressources on a VPS. So at some level, the VPS is indeed better.
2) This question is a little more delicate. There are more parameters to take into account. First, i would warmly recommand to keep separated your SEO tools applications and your web hosting, for the reason that the SEO tools can use all your VPS ressources and affect your website loading time. Also, SEO tools run on Windows VPS and linux VPS are best for web hosting as linux doesn't include any heavy OS layer and most of the ressources are available for your website and not for your OS.
If you go for a linux VPS, you can have softaculous which is a 1 click web app installer and you wouldn't have to install your Wordpress websites manually.
3) You can go for a monthly basis of course with a month to month contract.
To conclude : I would recommend to start with a shared web hosting account and a dedicated IP, it would include all the features you need (1 click installer, dedicated IP) and it is quite user friendly while being very cost effective starting from $1.95 a month.
Then, i would add a windows VPS for your SEO tools to keep your activities separated.
