You have an option on My Vpns page to request a vpn change once / month after billing cycle, you can ask for a vpn change or you can keep the same vpn, as long as you pay your monthly subscription.

if I use the 35% one time discount will I be able to cancel the subscription right before the next bill is due and order them again with the 15% recurring discount?

We can provide without problems 50 virgin dedicated proxies. Regarding the discount coupons, you can choose one when you will place your first order, if you are a long term customer you should choose the 15% recurring discount coupon, if you plan to use the proxies for 1 month only, then use the one time discount coupon. The proxies username its randomly generated in the moment of your order activation, you are able to choose your own password, also you have two types of authnetification that you can choose from your proxies dashboard (user&password and ip auth), if you are going to use ip-auth then you will not need any proxies username and password.
