Just modify the robots.txt file so that it won't allow google to index your website
If it is not your website that you want to decrease ranking, just beg the owner to take the a/m advice.

I second this. There is nothing worse then that ONE person. Usually though, if you are getting a neg. SEO attack -- you may be able to find the source. If you do, bring them down with you.
