Since you are wanting to change your IP I am guessing you are wanting to create a new account. My suggestion is to not go
with a UK account and get a USA account since there are less limits pertaining to it and you can easily fine a US private proxy
or better yet a VPS.

There are other payment processors besides PayPal, but generally, most people on eBay pay with PayPal.

I know where you can get high limit, no holds on your money accounts for cheap and from a good source.

Clear cookies, cache, everything. Then get a new IP.

You never delete your cookies you make multiple user accounts on your computer.

Deleting your cookies could make eBay think that your account has been compromised!
