Logging of IP addresses, When does this happen?

Ok so I wasnt sure of the appropriate section to post this in so I hope here is fine.

I am a newb in the blackhat and hacking world and im sure this is a very newbish question but when visiting a website or doing any kind of online activity when is your IP logged or documented?
For example, as soon as I type in the url and go to that website, as soon as I download an application is my IP immediately logged?

My situation is that I just installed a bitcoin client, for which I would like to stay as anonymous as possible. I installed the client without changing/hiding my IP or MAC in any way. I have not created an account yet.
Has my IP already been compromised if I use this client?

Another situation being when signing up for an account on a forum like this one or anything else that requires account creation. If I created the account on my real IP and then say used a VPN or TOR and went to a local coffee shop to use the account, would somebody tracking me still be able to find me because at one time I did use the account on my real IP address?

I never made mention of anything regarding my intentions with hacking or what I am using this information for. I simply stated that I am new to this area of the internet. So therefore this is not a "hacking discussion"

VBulletin keeps a record of every IP you have used to access the site, including the IP you used to register.

When the IP is logged: Every page visit. Its in the web servers log. Most applications log your IP on page visits as well, with additional app specific information (ex: username, location, cookies etc)
Will they still find you: Depends on what ISP you're with. If its large (ex: verizon, att, bellsouth, qwest) then its unlikely if you have a dynamic IP. If you have a small ISP or have static IP, yes.
