Best way to Bulk Add Google+ Circles

I am trying to build followers to clients Google+ Pages in a practicable manner. Obviously, you cannot add anyone to a Circle for a Page until they have themselves already circled the page - that's the catch22 that is so darned deliciously tempting, crack this and you got an early gravy train, like selling Facebook Likes has been.
So far I have been scraping emails and then pasting them into a Page 'Manager' profile and the ones that come up as existing G+ peeps, adding them into a Circle and then Posting content to that Circle ..... results so far have been what we Brits call "shite" LOL Any ideas older and wiser ones?

I've had the same issue. I have seen many company pages with very few people who have them in a circle. My attempts have largely failed even with good relevant content. I think Google will be re-evaluating the logic of pages since they have not gained much traction.

It isn't approaching this like a Facebook Page strategy ... they really couldn't care less about it being Popular because it is there secret purpose that drives them. rel=author connected to a Google+ Profile will eliminate Content Spam in under 3 years. All legacy content spam tactics will be domestos dead, because no content that is without an Author will get Rank. THAT is what Google+ is all about ... replacing Page Rank and Links with Social plus Your World and Citations instead. It was easy to fake Google Places, it will NOT be practical to fake Google+ Local **cough**YET**cough** buahahahahahaha :saint:

Since Google plus is still on its infancy stage we might want to wait for more features to come.
