White Hat strategy, with careful utilisation of Black Hat 'volume' toolz, is the only way to go for serious SEO on big phrases. You want quality, longevity, no tricks, but mass volume... And BH toolz are required for that kind of volume.
Just keep all direct/1st tier linking very clean & content-based (articles/2.0's etc); and even 2nd tier if you're paranoid.
Multi-tiered strategies are how you protect yourself.
The bottom line is, you're never going to rank for any real keywords without some link volume and velocity. Use BH toolz cleverly; think outside the box, and keep your strategies white/grey...
That, or stick to micro/long-tail niches where you don't need volume.

I can't add that much to what has already been said. Black Hat SEO exists because it works, and it gets you there faster ? but similarly if you get caught using it you will be penalised, so it is about masking your use of Black Hat effectively, and making sure everything that Google is going to see is as white as the driven snow.
It's like athletics. We know that there are sportsmen and women out there who are using banned substances, but they don't get caught by testing because they know how to mask it. Black Hat will give you volume and velocity. White Hat will give you plausibility and credibility. By using Black Hat tools and running a White Hat strategy, you'll get the best mix of both.
