For offline business, the best advice I can give you to get clients is:
Get One!
They keep on coming and referring others if you are good at it.

the best thing what you can do is to provide all website related services, even if you don't know how to code you can outsource, just find some good coder on frelancer, google local gives now huge opportunities. You can go to true shop/buisness, basically ppl that don't know im and be their door to internet. Remember most ppl focus on their everyday business , they don't have time to learn seo or make a webpage. Call them, go with laptop, and show what you do, when you will talk face to face and provide good free information they will trust you.
