No, there's no detailed list because the changes are only internal code changes and bug fixes, transparent for the end user.
The only fix "visible" for the end user is the decaptcher fix, which now use the decaptcher IP instead of domain (which still is dead).
The reason for the release of the 1.15.1 was mainly the decaptcher service issue.

Well if you only submitting to 1000 then thats pretty ok, are you using public proxies?
Have you tried to change any settings? If so then hit the help tab and reset them back - you would be surprised on how that turns out!
If your getting less and less links/submissions on each blast have you took precautions in not getting slapped by Askimet?

The latest version will work fine with decaptcher, nothing to edit
Currently only PayPal
Check your firewall settings, something might block SB.

That just means, that you cannot connect to the main server.
But the main server is online, no issues with the server, so it definitely looks like that something is blocking SB, a firewall, or the AV is playing nuts (hope you don't use norton...).
Did this start after you updated ScrapeBox?
If it did, its common that AV detect a new executable which tries to open lots of connections and block it right away.

You did not click the "Return to merchant" link on the paypal page after your payment?
Also, did you check your spam folder for the email?
