you should try both methods until you find out what works for you and then scale it.

Buy a reddit account with high karma and make reddit posts or comments with your shorted URL.
Or you could farm an account/many accounts yourself and post/comment in relevant topics.

Reddit is the highest source of free traffic for me.

Just don't make the comment look like advertising or you will end up your comment deleted by reddit/moderator.
