Actually, now that the Andromeda update is out, there's no point in duplicating ad sets. It's better to create a new campaign with the same ad set settings and the same creative, and set a larger budget for that campaign. If the pixel is trained, you can set a narrower target.

As for increasing the budget, it's risky, but it can work. The main thing is not to increase it by more than 20% for each daily update of the account. But again, in most cases, you can ruin everything.
