I Created a PDF Archive Site – AdSense Rejected It, Need Feedback!

Hey everyone,
I recently created a website where I collect and share PDF versions of popular books found on platforms like Wattpad and similar sources.
My site, is meant to be a centralized platform where readers can easily access and browse these PDFs.
Many of the files are already available online, so I just organize and present them in a clean, ad-free interface.
In short, PDFistan is a PDF archive and sharing platform.
However, when I applied for Google AdSense, my site got rejected with the usual vague reason:
“Site doesn’t comply with our program policies.”
They didn’t specify exactly what the issue was — I’m guessing it might be related to the content type (PDFs), or possibly the domain name?
I would really appreciate your input on:

What could be causing the AdSense rejection?

Any legal or copyright risks?

monetization methods you’d recommend?

I used to use Ezoic on a website that shared APKs of different Android apps. This was several years ago though. You could try Ezoic. By the way, as managers like Ezoic would be more willing to accept your site if you have lots of traffic.

I tried Ezoic, but it doesn’t let me reapply until August 9th :/
 
Your AdSense rejection is likely due to copyright concerns. Even if PDFs are available elsewhere, sharing copyrighted books without permission violates Google’s policies.

But there are 4–5 other websites sharing book PDFs in the same way, and they’ve been approved by AdSense
 
Ezoic requires Google Ad Manager approval also - which is not the same as Adsense, but similar.

It's going to be difficult getting approved with content that is not original. Maybe you could try adding unique reviews and info about the PDFs.

Even if you find similar sites running Adsense, they were probably approved a while ago when Adsense were not as strict.

How do you know they're using adsense, do you know the owners?

Well, sometimes the reasons adsense doesn't approve a site has to do with the structure. Even though it may seem like it's the content.

Because they have Google ads on their sites :)

Do you have any suggestions besides Ezoic and AdSense that could generate good revenue?

Everything else requires you to have high traffic. If you do, consider Mediavine(journey and their main program) and raptive.
 
First of all, you could try monetize it uploading PDF in some hosting site and make money each click/download. There are several of them
But if you want to keep it clean in the way user interact with your site, and just need some other network to monetize using banners, common alternatives are:
  • AdCash
  • AdMaven
  • BidVertiser
  • AdsTerra
I'd also try popup networks like PopAds.net or PopCash
 
Unfortunately, all I can see are the Google publisher IDs when I check :)
If it's more than 1, the. It's very likely not adsense alone. Perhaps not adsense at all.
