type of proxy for creating tier 1 web 2.0

it is obvious from the title of this thread that I am newbie, so I am here asking the masters
I will make it specific, I want to start tiered linking but I am overwhelmed and have questions about that

1- I need proxies for creating web 2.0 sites but there are many types that I don't know which one is the right one, would you help me with that?
2- how many web 2.0 per proxy should I create?
3- I analysed some websites in my niche (dogs) and found that they create lets say pinterest profile even without posts and create about 10 to 20 tiered 2 then when you look at the PA in semrush you find it high. does that work?
4- how about this strategy, creating article submission, high DA profiles and web 2.0 as tier 1 and use tier 2 to get high PA ?
5- can I create one web 2.0 and list many tier 1 links in one page to get indexed?

thanks man so using rotating residential proxy is best , but what if I want to add posts to the account that I have created that way the proxy IP will not be the same as it rotates, is that ok for google, I mean google will sees that not the same IP is posting

i will keep country ip + account creation ip same each time
