Hello guys , I've just made a new news website and want to start monetizing it using something beside adsense , please recommend me something for small website and no risks of getting malwares and easy payout. sorry for my bad english and thank you all in advance.

Why don't you want to use AdSense?
it's not like I dont want , I have a problem with adsense/admob where they keep telling me I have another adsense/admob account with an email I have never used or even seen , so whenever I try to make an account it get closed , tried contacting them and looking online for a solution but nothing helped

Instead, you might want to think about performing affiliate marketing.
I have 0 experience in this domain , all I know is you earn money because people saw/clicked in ads in your website hahaha, at the moment am looking at adsterra

Don't want to sound too smart and don't know if u tried this, but maybe use another PC, VPN/Proxy when creating the accounts. Might be related to your IP or something. If you apply from somewhere else, or use some of your relatives data for registration alongside other email (not used), maybe you could fix that problem.
Other than that I really don't know other network. Used to work with Content.ad long time ago, but not sure if it exists now.
I dont want to use a vpn or something else because I dont want to risk getting banned after I get some revenue , you know google and their policies they will just ban you for little things and I will loose all the money

If your website isn't getting any traffic even as little as 10k a month, it's not worth it looking for an ad network as the chances of earning anything would almost be zero. Unless, you're pushing some converting affiliate program. Regular display ads won't worth much.
In case you have or are close to 10k a month, consider Ezoic or MediaVine journey.

Does your website have traffic already? I recommend media.net and propellerads as adsense alternative
