You can call, email to segment but would be a waste of resources.
Better just run lead generation campaign for targeted leads.

Then milking them with all sorts of offers/products and segmenting them into groups based on ASL and interests.
Keep milking them and keep reselling them, if they are milked and segmented reselling is easy.

Optionally you can try building your own lists too after segmentation.

Depending on the size of the list you will need investment in the above process.
