We've seen Forex advisory ads in search before, so I'd say yes. Check click volume estimations for your keywords, non-zero/non-empty estimations usually indicate that a keyword is not banned. Be prepared that something blatant like "forex" keyword will most likely put your ads to manual review.

Each cloaking software has unique feature so if you don't maximize it, it still will not work. I have used almost all the named cloaking software and it's doing the same thing. You just need to maximize the cloaking tool to be able to run it.

There are subtle difference in accuracy and quality of the back-end. Things that are impossible to see from the outside.
Cloaking is a "black art", nobody teaches it.

The main thing is that the cloaking service used for Google should be with JS-fingerprinting. PHP cloaking doesn't work with Google.Can anyone suggest the best Cloaker for Google Ads. I have been using JCI for a long time and it has been successful so far. But there are doubts.
I would appreciate a response from anyone using JCI Cloaker who could tell me if its okay to use the cloaker on the landing page, I usually donot use on the landing page itself, (I know, I have my strategies.. ).
So if used on the page that has been submitted as the final url in google, how long would the campaign/account sustain.

Using PHP it is impossible to get a set of browser fingerprints to detect advanced bots rather than simple bots like Googlebot, etc.

If no one is guiding you, maybe you need to try it yourself. Experiment with it and get the effective method.
