There is not really any unlimited data in the US. It's all stated as unlimited but throttles after 20-50gb of usage depending on carrier. Besides 30gb in the US is quite a bit a month. I have 30gb before throttling and live in the US and rarely get to that with having wifi at many places.

You can't change the number no. You can after the 30 days. Yes you can "USE" it outside the "USA" but need to be on Wifi. All the info is in the main thread post.
