Need ideas on how to get clients for IT services

Hello. Maybe someone can share their experience, how can I get more clients for IT services? I'm a website developer (WordPress, WooCommerce, Laravel), mainly doing websites for companies of e-shops. Also, I do some marketing stuff, like UGC video creation, social media marketing, etc. I have had a few clients (I found them in my local market), but now looking for more clients. I have a lot of patience and time, so I can do a boring and long job like just sending cold emails, but the question is - is it worth it? And another question, where can I get emails for cold mailing for this type of service?
Any ideas and suggestions are welcome

I don't remember the tools name but my friend use them to extract details and then cold email them the SEO Services

Thank you for your answer. Have you tried this method? But as I understand, then I have to search for "work", not for projects. As I understand, companies that are on LinkedIn don't need websites, they just need workers.

Thanks. Upwork/Fiverr has a lot of users already, so it is difficult to get any project from that platform. I will think about the BHW marketplace.
