You could wait for a response since it may be the middle of the night in some places so you do not get a response.
As for PayPal - yes, it bugs out sometimes, should be fixed soon.

No, just US proxy. Phone numbers are not used at all for V10.1 since creating an account with phone numbers is much easier and hides quality issues.

My USA proxies provider is no longer active, and I am currently searching for a new one, so the USA accounts are now made with BL proxies instead. Also, the accounts are at least 1 week old, so there is no chance they will get disabled randomly after a few days.
