Again, it is logic. "Sponsored" means it is an ad done / created using Google Ads, in Google search results.'sponsored' section of the top of the page
And hence, to appear on top of the Google results, these advertisers need to bid accordingly.

That link pertains to getting ads (in Google Ads) on the top of the search results page and the only way to advertise in Google, to do that is, by using Google Ads and such ads have the word "Sponsored" above them, which means that they are ads through the usage of Google Ads.That link you added doesn't mention anything on the subject of being sponsored

on sponsored i can click a link or refresh the page and they change
Sponsored listing are ads, so they dynamically change / get rotated very soon, as there are multiple bidders for these ads (sponsored search listings).normal top results it wont matter how many times i click them or refresh the page they dont change
The normal top results that you are referring to are NOT ads and they are organic search results, which remain the way they are for a longer time, however, these also infact change once in a while, as per the algorithms of Google search.
I suggest you Google "what is the difference between seo and sem" and read a few articles about it.
