To be honest one of my videos just blew up lol

Got 16.3k watchtime hours just from that video

This is called the "view cap" or "view threshold".
They cap and control the traffic that goes to different channels.
some channels can gain way more views with the same content. it depends on which channels get favored by the algorithm in the beginning, at random.

over time the channel can get higher thresholds, but they keep you capped at the beginning, or you can get big blow ups at random too.

YouTube is weird as f*** the stuff you think won't go viral ends up being the very thing that does go to viral. My channel has over 1700 Total videos I've only had one to get over 100,000 views ironically enough I almost didn't post that particular video because I didn't think it would do well just the other day I got an email from youtube saying congratulations your video reached 100,000 views.
It's a YouTube short by the way and to be honest the video looks like crap you can barely figure out what's going on in the video and I do believe that's what caused it to blow up because people were re-watching over and over trying to figure out what everyone liked about the video when in reality there was nothing special about it it just wasn't clear enough for people to figure it out.

You did absolutely the right thing. Although the limitations on the first channel were unlikely related to monetization manipulation. But sometimes YouTube, perhaps due to imperfect algorithms, doesn't allow channels that are created and promoted by all the rules, having excellent content, to grow. Therefore, if the channel has not been growing for a very long period, it makes sense to try uploading content to another channel.
