well recently I have observed accounts getting banned when I use same domains or even the free domains like getresponce's gr8.com used to create landing pages. what you have mentioned makes sense but the experience I have got is different.The same domain can keep travelling through multiple Google Ads accounts, one after another, UNTIL finally, you get to see (sometimes), something like "This domain cannot be advertised in Google Ads" or "This domain can no longer be advertised in Google Ads".
Above is irrespective of the domain along it's journey having travelled through suspended due to suspicious payment Google Ads accounts.
Ofcourse, along the way, if there is a circumventing or unacceptable business practices suspension, then obviously you will have to better (to be on a safer side) correct the issue with the website that is in the domain AND (OR) also correct any campaign related issues that would have triggered circumventing or unacceptable business practices suspension.
And, in account after account in Google Ads, it is better (to be on a safer side), not to use the exact same ad copies and it is better (to be on a safer side), to make some content related changes on the website that is in that (same) domain, upon each reusage of the domain in multiple Google Ads accounts (one after another account).
