First, there is such a thing as hyperlocal marketing, which means you set the campaign geo targeting very narrow like setting the location on a specific street, or such where your potential customers may reside, or some very specific interests that people might share (like if you offer specific cuisine or something like that)
Second, your page where you lead potential customers is as important as ad settings: you need some social proof of the quality of your service. That may include reviews, UGC and other high-quality content that suits potential client’s expectations

To know what keywords / niches are restricted / not allowed in Google Ads, is as easy as a walk in a park. To know what keywords / niches are restricted / not allowed as per official Google Ads policies, refer to the various official https://support.google.com/adspolicy/answer/6008942?hl=en.
Running keywords / niches in Google Ads, which are restricted / not allowed in Google Ads, is a different story.

a restricted niche doesn't mean all keywords related with that niche is restricted by google ads
in my case when running gambling ads there is some keywords that not restricted and i still can use that keywords fine (already running 3 month without account being suspended)
the main problem for running gambling ads as described too in this thread https://www.blackhatworld.com/seo/w...gambling-services-facebook-or-google.1461848/, i can't put directly the money site and must use banner so the success of gambling ads really depending on how good and provocating the banner to make people clicking the banner and going to the money site (gambling site)
even after going to the money site (gambling site) it will depend what is in the site that can make visitors from the banner clicks to register and make deposit
compared with normal ads, black ads requiring more efforts and money to get what we want

That is not an issue. But, you need to have the ability and skill to comprehend what is answered, and "digest" it as well. Perhaps you need to add some veggies into your diet.
What does a cloaker do that enables Google Ads not to detect the money page ?
A cloaker is used to hide the main offer's landing page (money page) from bots and moderators. So, bots and moderators see the safe page and the remaining traffic (visitors), go to the main offer's landing page (money page). A cloaker filters the traffic accordingly, based on certain parameters and SOME of these parameters are IPs, device fingerprints, browser fingerprints.
In order to save you time and efforts, copy/paste this in a text file and save it on your computer/laptop and the next time you want to know what a cloaker does, then instead of once again posting the same question, just open that text file and read it.

I think this time round it was better explained. I got it this time!
I was running finance campaigns and they kept getting taken down. Ovs that’s because I was not using a cloaker as such. I think it’s remarkably cleaver how it ‘knows’ what traffic to filter through and what ‘not’ to filter through to your ‘money page’. Very interesting.
can anyone suggest me any good cloakers? Or if someone is competent to run this campaigns please PM me

as mentioned by @Trust WorkShop be careful with someone offering you google ads service specially for black campaign because most of them will scam you
black campaign methods will never be published publicly even if someone offering you offers to teach you, you must be aware that if the method being leaked it will make the method die more faster

Anytime I need motivation I know who to come to haha! Cheers bro. I’ll only use escrow from now anyway so it will be a little harder let me tell you that.
It’s not a big deal really. we spend around 50/80k pm but now it’s harder to market for the KWs due to restriction in the UK. We use to do good money a year or so ago but now it’s a lot harder. I have a very good model for doing biz in the UK but marketing would need to improve. I would go into it a bit further but I be wasting my time with people in this thread.
can’t seem to go anywhere for help these days lol.

And I appreciate those who share such useful information.
It is your lack of understanding, that NO ONE will just go ahead and give you TOTALLY FULL details fully & freely, here in these https://www.blackhatworld.com/forums/google-ads.83/ OR anywhere else on the world wide web OR anywhere else in the brick and mortar world and there are lots of members who atteast to the same, see what @boiler also mentioned :-
NO 2 cloaked campaigns are the same and about cloaked campaigns, we are also talking about safe page, money page also.
You are expecting people to provide all that information to you very specific to whatever cloaked campaign(s) that you are trying to run ? Sorry to say, you need to set your expectations right and understand that a forum is a forum and a forum is not a helpdesk.
You need all that information AND hands-on help which is very specific to whatever cloaked campaign(s) that you are trying to run, then you need to contact the helpdesk of the cloaker(s) that you use and buy a suitable service level package from them for that kind of a support. Do not expect such helpdesk support here in the https://www.blackhatworld.com/forums/google-ads.83/, because BHW is a forum. And if you need premium stuff (premium meaning paid, not free), then ofcourse, there are maketplaces for that : check marketplaces, check BHW marketplace, etc.
My intention is not to offend you, but to make a best attempt at setting your expectations right.
