I think he is referring to the DM on Instagram to get people's attention.
I've thought about doing that, but it's hard to target people. I believe it might be worth it if it is a product that is valid for anyone, with no specific niche and on a site that accepts payments from multiple countries, because you might end up sending messages to many people from Tier 2/3 countries.

It can be good but you need to be pushing mid-ticket products with ideally a way to upsell. Don't be doing lead gen via Mass DMs for a $10-$20 product because you will end up losing money in the long run (unless it's a subscription service and you've already calculated your LTV). A $200 - $400 product/service is optimal for Mass DMs.

You need to build a targeted list to get the best value.
Like scrape followers from a specific account and filter them based on your chosen criteria.
If you can tag them and dm "yo i sent you a dm" kind of thing you will look far more credible.
That is before you even get to the message.
But as you can see this is multi-faceted, like email marketing and so doing it right is not as simple as just sending a dm en masse.

Haha that's the only thing I've used Mass DM for .... I wonder what people use it for if it's not for that! Yes I have seen huge success with it... now facing problems with sending DMs .... I have the whole structure of how we can convert the generated traffic coming from DMs to convert in our ecom store, if you're interested by any JV shoot me a PM, I will be happy to explain more.

Trust me, you still can send only to targetted people only, even in the smallest micro niches... you just need to do it right. I've done that for products you may even don't think it exist, and worked like charm ... for me, none of this is a problem, the problem i've been facing lately, is the Dming itself, i'm not able to do it as i once did... apart from DMing, I have all the infrastructure to sell any product and to scrap any type of audience

Not gonna lie, never did that for a 10-20$ prd, but i did for 25$ and it was profitiable
