How do Instagram download sites work?

Does anybody has any idea how do Instagram download sites like snapinsta.app, save-insta.com or instafinsta.com work?
Thing is I get they are using proxies but Instagram requires login for stories and they have tens of thousands of users every day and It’s very trivial for Instagram to ban account when they notice the same account is using thousands of different IP’s in the same day...

There are scripts that allow importing cookies from particular instagram account into script so you can download stories but with tens of thousands of users daily how many cookies one would need to change every day for those accounts not to get banned?

Totally depends on the quality of an account, if the account is bot it won't survive more then 2 hours, and if you spam it will die instantly.
if the users are from real users it can survive for very long if used wisely.

proxies should be good, 4G works best for such case

rotating few accounts or creating new accounts all the time?

even if account won't be used for interaction (like, comment...), scrapping is same. SPAM.
you need to test with different quality of accounts on how many it will allow
