Set up Adsense straight away or wait for traffic?

I'm starting a new site on an expired domain, ill be trying to monetize with Adsense and eventually affiliate links. Should I apply for Adsense straight away or wait for traffic?

you should apply as soon as you think the website is good enough. good website is not enough you need luck too. its not easy. usually good website got rejected and need more than five try before they got approval. especially their long respond time the longest is four week right now

How getting approval from adsense can get your site a penalty. I don't get the logic behind it.

Write atleast 10 quality post, Make your website look good with all the important pages that are required & then apply.

Im gonna keep pushing content and wait until im ranking for a fair few keywords. I think thats my best bet.
