how i can get a refund from my remaining balance?

all my telegram channels got banned right after getting followers from this panel. I tried twice with multiple channels, and twice got bans. I used another panel - no issues.

I don't need any service , but still have around 17$ there. I asked Payoneer support to open a dispute, but its been more than one month already.
