The $140 coupon no longer can be stacked together with the $100 coupon. You have to use the $100 no-spend or the $140 spent coupon.

Yes, you need to use different Ip and card for each new account. If you have dynamic Ip, it should work also.
I think aslong as the website is not blocked by Bing, it should work. If you use $100 free coupons each time without owing anything from the threshold, I don't see why your website will be blocked. You are just paying from free ad credits.
