To redeem coupon, these 3 must match.

1. Account age less than 30 days.
2. Paypal or Card attached.
3. Only one coupon per entire account.

Also, I noticed that Paypal method works to redeem the $100 no spend, however when choosing paypal as payment method, you don't get the $50 threshold since the "post pay" option is available for credit cards.

Hi, yes it should work with European account aswell as most countries where Bing ads is available. If your Ip is dynamic, it should work for multiple accounts, otherwise 1 static ip per account.

Yes, you need to use different Ip and card for each new account. If you have dynamic Ip, it should work also.
I think aslong as the website is not blocked by Bing, it should work. If you use $100 free coupons each time without owing anything from the threshold, I don't see why your website will be blocked. You are just paying from free ad credits.
