I tried identifyy on YouTube & I only earned arround 3$ per 10 000 views . Is Tunecore a better service ( has a better cpm ) ?

Tunecore is good and professional. But if you are doing anything blackhat or solely depends upon content copyright claim to get revenue, they can ban your account real fast and refuse to pay. Especially when payout from royalties happen in about three months. So you can be screwed quite badly when you are not paid.
Tunecore monitors all revenue and compare with their average stats internally to identify fraudulent attempts to cheat.
My suggestion to you is to keep your earnings at less than $500 per month and spread across multiple tunecore account. When you login to each account, make sure you use a brand new unique browser/ system identity. And use different payout identify so that your earning cannot be trace back to original owner.
To really earn big on Tunecore, you should focus on selling of musics on Google Play/ iTunes/ Amazon, instead of streaming.
Warm up your account with about 10-20 sales per day and grow by 10%-20% daily after 20 days. When your song is new, try to induce artificial sales, so that you can get into trending song playlist. This will expose you to more potential sales. Unfortunately I cannot share the exact figure on a public forum, so do your own testing on this.
