I already am a web designer. What do i need to create a startup web design agency besides having a website.

You should have your own business model and strategy to deliver it before you start and understand it, else you dont actually know how to manage your own business profitably. If you fail to prepare, then prepare to fail.obviously it needs a strategy. i just wanted expert people's suggestion. thats it.
Thats gonna take time!well then you need to advertise. Word of mouth being the first and easiest step. Have you had any clients so far? If so hopefully you done a good job and they’ll refer some more clients to you.

1. Know your audience. I think this is the biggest secret of a successful company.
2. What kind of web design services you will offer and the price for each service (only for 1 niche - plumbers, for example -, or only for small firms).
3. Do you handle the work or you will outsource it from the start?
4. Aside web design, do you offer other services, such maintenance, migration, smm, seo?
II. Start (or "Just do it!").
1. Start the work and avoid procrastination.
2. Even if you don't have any clients right now, start to build your own portfolio. You can build your own sites (if you don't want to invest in domain names, you can use subdomains of your main domain), or help others (you can start with NGOs) - design, redesign, it doesn't matter if you put your credit in the footer of that website. With a strong portfolio you will find leads easier.
III. After a while (1yr, 2yrs or even earlier, depending on the growth of your agency).
1. CRM - After you got your first clients, you should start to use a CRM. It will help you a lot.
2. Outsource - Find good people to work for you. You will find the right person very hard, but after you'll find it, everything will be easier. You can outsource any kind of work, from web design to content writing, seo, maintenance, and so.
