Basically you need to create references (after that clients will refer you). Just make sure that you sell complex services (not only websites but seo, etc.). It's hard to start but once you get the flow it will be superb.
As for the marketing: there are many companies with shitty websites, so coldcall them or send an email. Write down everything properly to point them out the importance of the modern website. Express that the process is easy with your help. You can also start FB pages (probably low budget Ads but not sure about it) and improve your website ranking (white hat seo, link building, rank boosting).
