There might be several aspects:
1. It may be a CTA to attract customers like us, followed by a promise of doing better next time
2. It may be false attempt to just get some leads
3. If someone would describe me the prices with proper timings and after seeing my website conditions, then it would be better discussing.
4. Someone very good at SEO, at the level where he/she can take you to rank 1 , without knowing the competition, niche, location then nothing could be better than this. GO FOR IT!
 
Be careful buying services to rank on Etsy- it can get you banned. Weigh the risks I guess.
Focus on: getting initial sales and reviews (a huge influence on your ranking), SEO (title and tags), and good photos. Also, sell a product people want.
 
I have seen a few gigs on fiverr offer guaranteed page 1 rankings. Who knows exactly what they are doing? Is it sending traffic? Looking to do this myself. This method is very expensive as it doesnt really last multplied by many products.

this is ok but, there is a conversation rate for etsy and amazon brings your products for higher ranks if it sell on your keyword. so sending garbage traffic doesnt work directly. probably they have found sth else on search algorthym.

I agree, this is the reason, people who are pro in it sending traffic in accordance to the set ratio of conversion. For example if I am a new seller or slow seller, I've to identify top seller or top competitors of mine. Once identified, will check his sales, traffic, & conversion rate. Will send the same traffic to mine organically (planted) & convert the same number of products (again planted) for few days. Within a week or 2 platform will pick me up from bottom and hit me first page. This is what they guys are doing. I know this method is working, how long? I don't know.

Exactly, you caught them red handed. This is what they guys are doing. And they are charging bundles of money for it. Normally, 8-12$ per leads, same cost 2-3$ (varies niche to niche) but need higher human interventions.
 
I recently bought one of them, see attachment for proof. As you can see, I rated it poorly. The rankings improved a short while, but dropped right back after the gig finished.

What you basically receive is a screenshot stating 'look I ranked you'. However, I wasn't able to re-produce it.

You're. better of using a monthly service which keeps your rankings stable, or which offer money back guarantee, like Etsygeeks. But they also don't come for free.

Even if it doesn't keep your ratings stable you can re-order it regularly if it makes sense and is the best service you've found. It can still be profitable.

but etsy is not like a platform instagram or youtube. how they can guarantee organic traffic for etsy? I mean the proxies provides fake traffic and it decreases the conversation rate? My other question is how we can obtain the topsellers conversation rate?

No, you never read all. Anyhow 1- they don't send traffic via proxies instead they do it legitimately. 2- they offer the product refund after review basis. 3- they keep the conversion rate similar to competitors 4- there are sophisticated ways to spy on competitors on etsy, Amazon, or eBay.

I shared the method, in fact. Its only possible if you have right network and your network has 1-on-1 interaction. I mean this is being done on massive level under the table. This is not a public knowledge yet. Chinese sellers are executing this on a massive level.

Assume you're a new seller in an established niche. You need to be ranked on top searched high intent keywords. Great. Made your mind to occupy top spot in that/those keywords. Step 1.
